Afict, this is an oft-reported problem that Win11 has solved with a specific setting which does not exist in Win10. The DP is running off a Thuderbolt 4 dock connected to a Lenovo laptop. Thought I'd check here before giving up. (A recent upgrade to Win11 on another comp went so badly that's not a solution.) Thanks.

Noooooo! Don't let Microsoft win! Keep fighting! Even if only symbolically. Once a week get really pissed about it again and do a few Bing searches about the issue so their logs have it recorded.
Incidentally, if you're deliberately putting it to sleep, minimize the windows on the second monitor first (I'd just minimize everything with the "show desktop" button in the lower right corner on the taskbar). Then once the system has come back up and the second screen is up, open them and they should be on the same screen.
